What is your suggestion? (i.e - A plugin, a server change.)
My suggestion is to get the Plugin "Enhanced Hammer". My old server used to have this and i loved it.
It makes building a lot more fun and easier to upgrade things.
For example: Right now with /bgrade you kinda need to have plan already on how you want to build .. otherwise it gets expensive by removing the parts and then rebuilding them. With this pluging you can just build in twig/wood/stone .. and upgrade everything later by just using your Hammer (or Gary's Mod Tool Gun) without having to go to the "upgrade wheel" all the time .. you just upgrade one piece with the wheel and then everything after that if you use your hammer on it will automatically be upgraded to the same grade you selected before as long you have the required materials in your inventory.

I just think that way you don't have to exactly know what you want to build and can change your building plans mid-way through a lot easier without having to go through the pain on using the upgrade wheel on everything once you think it should be a higher building grade.
